Foundations: Ecosystem and Policy Advisory
Sattva has ongoing work with several leading Global, Regional, Domestic Foundations, and Multilateral organizations to create evidence and curate dialogue for policy action. Sattva’s Ecosystem and Policy Advisory practice enable foundations to amplify their influence and impact through ecosystem engagement and policy research and advisory. We build strategic influence backed by data and research, enhance portfolio performance for funders, engage the ecosystem through convenings, knowledge creation, and dissemination, facilitate collaboration between funders, and implementation organizations, and facilitate policy research, advisory and policy engagement, and communication with Central, State and District Governments.
Sattva has experience in a range of ecosystem and policy advisory work – thematic and landscape studies, narrative building, policy analysis and briefs, government engagement, and facilitating partnerships— supported by leading foundations. Sattva has created strategic partnerships and influence by building data and evidence-backed advisory, key stakeholder relationships in education, gender equality, healthcare, water and sanitation, and financial inclusion.
The Opportunity
The Consultant will play a key role in the Maternal New Born and Child Health (MNCH) Ecosystem and Policy Advisory projects at the Foundations Unit in Sattva. In this role, they will work closely with a large Global Foundation to develop and roll out the Foundation’s country engagement strategy for MNCH Policy Advocacy in India. The role will primarily involve identifying policy advocacy priorities and opportunities at the national level, in alignment with Foundation priorities and investments. They will also be responsible for engaging with a range of stakeholders across government bodies, academia, development institutions, civil society and community organizations, and the private sector to increase the impact of the overall policy advocacy and communications. Additionally, the consultant will be responsible for managing multi-stakeholder alignment and supporting the increased uptake of evidence to advance policy execution, while tracking overall progress.
Key responsibilities:

I. Research, Analysis, and Strategic Insights:
a) Conduct research and problem solving to identify best practices to advance the realization of MNCH goals within the Indian policy, financing, and regulatory environment
b) Conduct knowledge synthesis and insights generation (preparing strategy decks, toolkits, case studies, ecosystem landscaping)
c) Frame and communicate complex problems correctly and concisely; is able to work with a team to translate problem statements into research questions effectively
d) Own tasks and deliverables, bringing in high bias for execution and client focus; ask relevant stakeholders for help when required
II. Implementation Support
a) Work with partners on-ground by traveling to relevant locations to help build out the Theories of Action (ToA)
b) Implement effective feedback loops, ensuring grantee support and knowledge management
c) Onboarding, maintaining regular operating rhythm for the grants, tracking of progress through the creation of a MEL dashboard, and visualization of impact with insights generated
III. Stakeholder Engagement:
a) Engage with key stakeholders to guide the development of a targeted execution plan for MNCH advocacy in India, including the identification of priority tactics and strategic partners to move the dial on key advocacy goals
b) Design and implement effective advocacy approaches and strategies for multi-sector stakeholder groups (Partners, Internal Leadership at the Foundation, etc)
c) Conduct interviews with leading experts in the MNCH domain and with policy experts
d) Establish a deep rapport with the middle management of the client organization through constant engagement and personal credibility
e) Present own point of view convincingly using relevant information, arguments, and examples
Key qualifications and experiences:
At Sattva, our goal is to realize the impact on the ground and to drive a collective win by engaging with multiple stakeholders. We are looking for individuals who align with our mission of alleviating poverty in our lifetime and have the following profile:
1) 4-6 years of experience working in NGOs/think-tanks/government bodies, ideally within the field of public health
2) Master of Public Health (MPH)/ Postgraduate degree in public policy/International Development
3) Prior work experience in Maternal New Born and Child Health /public healthcare with a strong understanding and interest in policy advocacy
4) Proven expertise in strategic advocacy and communications in India – either directly involving global health and development issues (e.g. MNCH) or in areas that offer directly translatable skills to MNCH advocacy/communications
5) Established connections and networks within global and local MNCH communities will be an added advantage
6) Prior experience in a client or customer-facing role and diverse stakeholder management, preferably with exposure to government stakeholders
7) Agility and adaptability to work with minimal supervision and with strapped timelines
8) Display humility, willingness to listen, and excitement to learn
